Ego Philippus Flandrensis et Viromandensis comes . Vnde mando et firmiter precipio omnibus hominibus et| seruientibus meis ad quos littere iste peruenerint . ut sicut me et honorem meum diligunt nullum omnino| theloneum . nullam penitus exactionem in terra uel in portu a predictis fratribus audeant extorquere . Prete-|rea si qua forte dissensio inter anglie et flandrie mercatores pro qualibet causa oriatur nullus accepta| occasione in predictos fratres audeat manum mittere . nec de rebus eorum quicquam in uadimonium auferre .| Quicunque igitur in terra mea predictis fratribus iniuriam fecerit . uel dampnum intulerit sciat se iram meam| incurrere . et me uindicaturum esse .
I Philip count of Flanders and Vermandois wish it to be known both by those to come as well as those present that I have granted to the brethren of Melrose and of their houses, for the salvation of my soul and of my ancestors’ souls, every manner of freedom to cross the whole of my land in safety. Wherefore I command and firmly enjoin all men and my own sergeands to whom these letters might come, that as they have respect to me and my dignity, they dare to wrest no toll whatever, no tax at all, on land or in port, from the aforesaid brethren. In addition, if it should happen that a disagreement arise between the merchants of England and Flanders for whatever reason, no one should dare take occasion to lay hands on the aforesaid brethren, nor to take away anything of theirs as surety. Whosoever therefore within my own land should cause injury to the said brethren or inflict harm, let him know that he shall bring my wrath upon himself and I shall be avenged.
